The Gaston County Workforce Development Board is requesting proposals for the provision of direct services to eligible Adult, Dislocated Workers and Youth through the Workforce Innovation and Opportunity Act (WIOA) program during July 2018 through June 2019. Proposals must be in compliance with the Workforce Innovation and Opportunity Act (WIOA) which can be found at http://www.doleta.gov/wioa/ in addition to any applicable program changes relating to WIOA for fiscal year 2018-2019.
Proposals for the program services will be accepted from public, private for-profit, private non-profit agencies, labor groups and governmental entities, which have the ability to receive, disburse, and account for funds in accordance with generally accepted accounting practices; are licensed or otherwise authorized to do business in the State of North Carolina; demonstrate the ability to provide the program services as specified in the RFP; are not debarred or suspended for participation in state or county contracts, fidelity bonded; and demonstrate the ability to comply with WIOA requirements.
A mandatory Pre-Proposal Conference will be held Wednesday March 14, 2018 at 9:00 am at the Department of Health and Human Services, 4th floor Conference Room, 330 Dr Martin Luther King Jr Way, Gastonia NC. RFP packages (one RFP for Adult & Dislocated Workers and one RFP for Out-of-School Youth) will be distributed at the mandatory Pre-Proposal Conference on March 14, 2018.
Proposals must be submitted in accordance with specifications and requirements contained in the RFP package. Sealed proposals are due on Friday, April 13, 2018 at 12 Noon. Proposals not meeting the requirements of the RFP package will not be considered. Proposals shall be valid for 90 days and shall be evaluated based on the criteria outlined in the RFP. The County reserves the right to reject any and all proposals. Final project funding will be contingent upon Gaston County WIOA funding for fiscal year 2018-2019 and Gaston County Board of Commissioners approval of the WIOA 2018-2019 fiscal budget.
